Why is my ps3 not working properly?

i have not played or turned on my ps3 in 8 weeks. when i turned it on today it turns on normally but you cant move through any menu in the ps3. all the controller does is enter through menus. e.g games videos through the xmb bar. the controller is charged enough. and the menu on the xmb shakes for 3 seconds after you press any on on the controller. the manual doesn't help i have always took care of the ps3 e.g no bumps always ventilated. i need help it is ver cold today about 15 c. i am aware of the ps3 not working when it is below 5c. please help
